William Jefferson Clinton (born William Jefferson Blythe III on 19 August 1946) is an American Democrat politician who served as the 42nd President of the United States from 1993 to 2001. Prior to the presidency, he was the Governor of Arkansas from 1979 to 1981, and again from 1983 to 1992. During the Vietnam War, Clinton received educational draft deferments while he was in England in 1968 and 1969. While at Oxford, he participated in Vietnam War protests and helped organise the Moratorium to End the War in Vietnam event in October 1969. He was opposed to the war and refused to serve in uniform, whether in Vietnam or at home. He did, however, put himself up for the draft but received a high number and was not called into service.
